Can you use a dictionary before you lay a word on the board?
Absolutely not - in official Scrabble tournaments, anyway.
The dictionary is only consulted when a word is challenged, and even then the players themselves don't get to peek. When playing at home on the kitchen table, on the other hand, you can do whatever the heck you want ;-)
